Good afternoon. It's a great pleasure to meet you in Xiamen, the beautiful island of egret. Tomorrow, the BRICs leaders' meeting is about to begin. On behalf of the Chinese government and the Chinese people, on behalf of the people of Xiamen, and on behalf of the Chinese people, I would like to extend a warm welcome to all the guests attending the conference.

Xiamen has been a port for trading and surplus countries since ancient times. It is also a gateway to open cooperation. In 1985, I came to work in Fujian. Xiamen is the first stop. At that time, Xiamen was at the forefront of China's reform and opening up. It was a special economic zone that was the first to be tried. It was also a hot spot for development. More than 30 years of spring and wind, Xiamen has developed into a high quality and innovative city, the new economy and new industry rapid development, trade and investment are parallel, shipping, land transport, air transportation to the five continents. Today's Xiamen is also a city of high value ecological garden, and the harmonious coexistence of man and nature.

People in the south of Fujian often say, "love will win". It contains a spirit of enterprising. The successful practice of the city of Xiamen reflects the struggle history of the more than 1 billion 300 million Chinese people striving for selfimprovement. In the last 40 years of reform and opening up, under the leadership of the Communist Party of China, the Chinese people have successfully walked out of a socialist road with Chinese characteristics with the toughness of a piece of water and stone. We have encountered difficulties, we have met challenges, but we struggle unremittingly, keep pace with the times, with diligence, courage and wisdom to write the story of the development and progress of contemporary China.

BRIC cooperation is in the key link between the past and the future. There are two dimensions in the development of BRICs cooperation. First, we should put BRICs cooperation in the historical process of world development and international pattern evolution. The two is to put BRICs cooperation in the historical process of the five countries' respective and common development.

Now, we are in an era of great development, great change and great adjustment. Although global conflicts and poverty have not yet been eradicated, the trend of the era of peace and development is stronger. The world's multi polarization, economic globalization, cultural diversity, and the development of social information, the jungle law of the weak meat and the jungle, the zero sum game you lose I won no longer conform to the logic of the times, peace, development, cooperation and win-win become the common voice of the people of all countries.

Under such a large background, a large number of emerging market countries and developing countries suddenly come to the forefront, playing an increasingly important role in international affairs. BRIC cooperation also came into being. Our five countries came together with the common aspiration of pursuing peace and development. Over the past 10 years, BRICs have joined hands to grow into a new bright spot in the world economy.

In the past 10 years, BRICs have been exploring and forging ahead for common development. The outbreak of the international financial crisis in 2008 suddenly brought the world economy to a halt. In the face of sudden changes in the external environment, our five countries are concentrating on the development of the economy and improving people's livelihood. In the past 10 years, the total economic growth of the five countries was 179%, the total trade volume increased by 94%, the urbanization population increased by 28%, which made outstanding contributions to the stability and recovery of the world economy, and also made the about 3000000000 people have a real sense of gain.

In the past 10 years, BRICs have been pragmatic and advanced mutually beneficial cooperation. Our five countries play a complementary advantage, tighten the ties of interest, establish a comprehensive and multi-level cooperation framework led by the leaders, and emerge a number of cooperative projects that fit the development strategy of the five countries and meet the interests of the five countries. In particular, the establishment of the new development bank and the emergency reserve arrangement provides financial support for the infrastructure construction and sustainable development of the BRIC countries, and has made useful exploration for the improvement of global economic governance and the construction of the international financial security network.

In the past 10 years, BRICs have taken the courage to play a part in the international arena. Our five countries uphold multilateralism, advocate fairness and justice, and give voice and proposals to major international and regional issues. Our five countries are actively promoting global economic governance reform to enhance the representativeness and voice of emerging market countries and developing countries. Our five countries hold high development flags, take the lead in implementing the Millennium Development Goals and sustainable development goals, strengthen dialogue and cooperation with the broad developing countries and seek joint self-improvement.

The tall building rises in a flat ground. Today, the BRICs cooperation foundation has been laid down, and the outline of the overall structure is emerging. Looking back on the road, I think 3 inspirations are very important and should be carried forward in the future cooperation.

One is equal treatment, seeking common ground and saving differences. BRICs do not engage in a single word, but we discuss everything. Our five countries respect each other's development path and mode, care for each other's concerns, and strive to enhance strategic communication and political mutual trust. There are differences in our national conditions, history, culture and other aspects. There are some differences in our cooperation, but we can get more stable on the road of cooperation as long as we firmly believe in cooperation and insist on increasing trust and interpretation.

Two is practical innovation, cooperation and win-win. BRICs are not mediocre talks, but an action team with unity of knowledge and action. The five countries, with the goal of big trade and investment market, large currency and financial circulation, large infrastructure Unicom and great human exchange, have promoted practical cooperation in various fields. At present, we have covered dozens of fields, such as economic and trade, finance, science and education, and Wen Wei, and give birth to the new international relations with win-win cooperation.

Three is the mind of the world, the establishment of people. BRICs are stepping step by step on the road of development. We feel empathy for those who are in chaos and poverty. From the beginning of the launch, the five countries were guided by the principles of "dialogue without confrontation, companions and non alignment", advocated following the purposes and principles of the Charter of the United Nations and the basic norms of international law and international relations. We would like to share opportunities with other countries while realizing their own development. Today, the idea of BRICs cooperation has gained increasing understanding and recognition, and has become a positive energy in the international community.

These are the concrete embodiment of the BRIC spirit and the common value pursuit of our five countries after 10 years of cooperation and cohesion. This spirit has been constantly sublimated in practice, bringing benefits to the people of five countries and making the world different from BRIC cooperation.
