Introduction

Establishedin China, World Youth Business Conference (WYBC) is a grand gathering of young entrepreneurs and startups around the world. The conference is dedicated to establishing an international collaborative platform for young entrepreneurs and startups to promote communication between industries globally. The purposeof the conference is to

create a win-win community together.

Background:

At present, the profound impacts of the international financial crisis are lingering, the worldeconomy is still in a period of deep adjustment, and global overall interests are becoming more and more prominent. The recovery of global economy will still be weak. The going is difficult when doing it alone; the going becomes easier when doing it with many others. Througout the ages, no matter how times change and how much national rise and decline, young business people are always the never retreating pillars of the times and development hope of countries in in different historical periods. Therefore, it is particularly necessary to build the World Youth Business Conference (WYBC) in the context of economic globlization, which is a community of common destiny for young business people, so as to provide a strong impetus for the development and transformation and updating of world economy and establish an international dialogue and exchange platform for the world economy recovery and youth innovation and entrepreneurship. WYBC shall abide by the Charter of the United Nations and the constitutions and laws of the countries and oppose all forms of racial discrimination and hegemonism in activities.


Conference Mode:  

The conference takes place annually on the International Youth Day - 12th August. It has won great concern and support from governments, social communities, NGOs and enterprises of different fields. The conference is committed to providing services for young entrepreneurs around the world, especially in terms of leadership enhancement, business resources integration and expansion. The conference is composed of keynote speech, themed forum, interaction and communication, roadshow, charity gala, etc.

The first World Youth Business Conference had held in Beijing on 12-13 August at Beijing Conference Center. The theme of the conference this year is “To Create a Better Future Together”. Some 500 representatives from different countries and regions attended the event in which they shared ideas over the establishment of a common destiny of the World Young Businesses under the background of global economy. Li Jinhua, the Vice Chairman of the Chinese People's Political Consultative Conference announced the start of the conference.


Routinework:

During the adjournment, the Executive Committee of the WYBC will carry out routine worksas follows: carrying out regional, industrial or featured economic and trade and investment investigations; organizing young business people to actively participate in regional economic constructions, boradening the matchmaking channels between young business people and local governments in terms of projects, capitals and technology and assisting young business people in optimizing resource allocation to realize their new development; guiding young business people to actively fulfill their social responsibility and positively participate in social non-profit activities such as employment and entrepreneurship, environmental protection, poverty relief and make contributions to world peace and development; providing educational trainings based on Global Youth Business Institute to improve their international competitiveness; organizing international seminars exchanges to expand channels for young business people to engage in international exchanges and lead them to establish global thinking and international visions.

Preamble


At present, the profoundimpacts of the international financial crisis are lingering, the world economyis still in a period of deep adjustment, and global overall interests arebecoming more and more prominent. The recovery of global economy will still beweak. The going is difficult when doing it alone; the going becomes easier whendoing it with many others. Throughout the ages, no matter how times change andhow much national rise and decline, young business people are always theneverretreating pillars of the times and development hope of countries indifferent historical periods. Therefore, it is particularly necessary to buildthe World Youth Business Conference (WYBC) in the context of economicglobalization, which is a community of common destiny for young businesspeople, so as to provide a strong impetus for the development andtransformation and updating of world economy and establish an internationaldialogue and exchange platform for the world economy recovery and youthinnovation and entrepreneurship. WYBC shall abide by the Charter of the UnitedNations and the constitutions and laws of the countries and oppose all forms ofracial discrimination and hegemonism in activities.


Chapter 1 General Provisions on Work


Article 1 WYBC is composed of industry forums and city summits. TheOrganizing Committees and Executive Committees at all levels of the WYBC shallwork in accordance with the Constitution of the WYBC.

Article 2 WYBC shall comply with the laws and regulations of the hostcountry or region, respect the local customs and implement the guidelines andpolicies of the host country.

Article 3 WYBC shall keep in close contact with people from all walks oflife, especially young business people, through the World Youth Business Club. Atthe conference, proposals will be used to give them an opportunity to bring uptheir opinions and appeals; free airing of views is encouraged and all avenues willbe opened for people of talent; the expertise and role of participants will beput into full play to assist state organs and relevant chambers of commerce ininstitutional reform and system reform as well as improve their work.

Article 4 The members of relevant organizations or conference delegates ofthe WYBC shall study the important issues in the field of youth businessthrough visits and investigation, make recommendations and criticisms to stateorgans and other relevant organizations in the form of motion, proposal, etc.,and participate in the political and economic life of countries in an orderlymanner according to law.

Article 5 Established in the People's Republic ofChina, WYBC shall promote and facilitate the implementation of China's foreignpolicy, actively carry out international exchanges based on thespecific situation, strengthen friendly exchanges and cooperation with thepeople of all countries, especially the young entrepreneurs of all countries, andenhance ties and solidarity with returned overseas Chinese, overseas Chinese andtheir relatives.

WYBCshall carry out active contacts with Taiwan compatriots and people from allwalks of life, and strengthen ties and solidarity with compatriots in the HongKong Special Administrative Region and the Macao Special Administrative Region.


Chapter 2 General Provisions onOrganization


Article 6 WYBC establishes Organizing Committee, Executive Committee andAdvisory Committee.

OrganizingCommittee shall be established for the National Committees, industry forums andcity summits of the WYBC. Executive Committee shall be established for the WYBCand its local branches. The Advisory Committee shall be composedof influential people from government, international organizations, companies,academic institutions, business associations and so on invited by the WYBCSecretariat.

Article 7 The lowerlevel committees are subordinate to the WYBC OrganizingCommittee.

Article 8 The WYBC Organizing Committee is composed of the persons incharge of the National Committees, the Secretariat of the Conference, theInternational Affairs Department, the Project Cooperation Department, theFinance Department and other routine administrative bodies and the person incharge of industry forums and city summits.


Article 9 The WYBC Executive Committee is composed of the persons in chargeof WYBC News Center, Conference Center,Committee for Handling Proposals,.

Members of Executive Committeeshave the right to vote and to stand for election at the meetings at the samelevel and the right to make criticisms and suggestions on the work of ExecutiveCommittees at the same and higher levels.

Article 10 Individuals who are in favor ofthis Constitution can participate in the WYBC and relevant activities afterapproved by the WYBC Credentials Committee. Groups can participate in therelevant activities or cooperation of the WYBC if invited by the WYBCOrganizing Committee.

Article 11 All units and individuals participating in the WYBC or theindustry forums and city summits of the WYBC have the obligation to observe andfulfill the Constitution.

Article 12 The proposals of plenary meetings at all levels of the WYBC shallbe approved by more than half of the members. All units and individualsparticipating in the meetings have the obligation to observe and fulfill theresolutions of the meetings. If there are dissenting opinions, reservation maybe declared with resolute implementation as a precondition.

Article 13 The lowerlevel Organizing Committees of the WYBC have theobligation to observe and fulfill the resolutions adopted by the higher-levelOrganizing Committees and Executive Committees through the normal procedures.

Article 14 The members of WYBC organizations at all levels and conferencedelegates shall abide by the constitution and laws of the residential country,and shall be representative in the business circle and have some influence onsociety.

Conference delegates shall keepin close contact with the young business people in their region and industry tolearn and report their wishes and demands, and shall participate in themeetings and events organized by the WYBC.


Article 15 The WYBC Board of Supervisors and Credentials Committee will givewarnings to the units and individuals participating in the WYBC or cancel theirqualification for participation in the WYBC based on the specific circumstancesin the case of a serious breach of the laws of their country, the Constitutionor the resolutions of plenary meetings.


Chapter 3 Organizing Committee


Article 16 The departments, number of members and candidates of each WYBCOrganizing Committee shall be considered at the meeting of the last OrganizingCommittee and reported to the Chairman for approval before coming into force.During the term of office of each Organizing Committee, necessary increase orchange in the subordinate departments, number of members and determined membersshall be considered at the meeting of the current Organizing Committee andreported to the Chairman for approval before coming into force.

Article 17 Each term of the WYBC Organizing Committee lasts for four years.In the case of exceptional circumstances, the term of office can be extended ifapproved by more than two-thirds of the members.

Article 18 The WYBC Organizing Committee establishes a Chairman, severalVice Chairmen and a Secretary-General.

Article 19 The plenary meeting of the WYBC Organizing Committee is heldtwice a year. In the case of special circumstances, the Secretary-General mayconvene an interim meeting if necessary.

Article 20 The WYBC Organizing Committee shall exercise the followingfunctions and powers:


1. Toorganize the WYBC and industry forums and city summits of the WYBC;

2. Toelect the Chairman, Vice Chairmen and Secretary-General of the WYBC;

3. Tolisten to and consider the work report of lower-level Organizing Committees;

4. Todiscuss the major work arrangements and tasks concerning the WYBC and to makeresolutions;

5. Tocoordinate relevant units and departments in the organization of the WYBC;


6. Todevelop standards for conference fees, management fees and sponsorship fees;

7. Todecide on the establishment, adjustment and cancellation of relevantsubordinate Organizing Committees, and to investigate, appoint and dismissrelevant personnel.

Article 21 The SecretaryGeneral of the WYBC Organizing Committee shall takecharge of the routine work of the Organizing Committee with the authorization ofthe Chairman. WYBC establishes a secretariat, which works under the leadershipof the Secretary-General.

Chapter 4 Executive Committee


Article 22 The departments, number of members and candidates of ExecutiveCommittees of the WYBC shall be considered at the meeting of the last ExecutiveCommittee and reported to the Chairman of the committee for approval beforecoming into force. Article 24 The WYBC Executive Committee has an Officer, One Director Generalandseveral members.


Article 25 The plenary meeting of the WYBC Executive Committee is held once amonth. In the case of special circumstances, the Secretariat may convene aninterim meeting if necessary.


Article 26 The WYBC Executive Committee shall exercise the followingfunctions and powers:


1. Todevelop, consider and explain the Constitution of the WYBC and to supervise theimplementation of the Constitution;


2. Toconvene and preside over the plenary meeting of the WYBC Executive Committees;to convene the preparatory meeting before each WYBC, which shall be attended byall the members.


3. Toorganize the fulfillment of the goals and tasks of the WYBC;


4. Toundertake, assign, answer and conclude the proposals of the WYBC delegates;


5. Toconsider and approve the work report and financial budget of the Secretariat;


Article 27 The DirectorGeneral of the Executive Committee of the WorldYouth Business Conference is entrusted by the chairman to preside over thedaily work of the Executive Committee.


Chapter 5 Advisory Committee


Article 28 The purpose of the WYBC Advisory Committee is to invite Chineseand foreign leaders from all walks of life to give advice and suggestions onthe WYBC and the development of young entrepreneurs. Its main responsibilitiesinclude gathering and summarizing the opinions and suggestions of all partiesand provide advice for the WYBC Organizing Committee. The WYBC Secretariatshall invite influential people from government, international organizations,companies, academic institutions, business associations and so on to serve asmembers of the WYBC Advisory Committee.


Article 29 The Advisory Committee shall exercise the following functions andpowers:


1. Togather and summarize the opinions and suggestions of all parties;


2. Toprovide advice for the WYBC Organizing Committee and Executive Committee;


3.Other functions and powers prescribed in the Constitution of the WYBC;


Chapter 6 Principles of Assets Managementand Use


Article 30 Fund sources of the WYBC:


1.Conference fees;


2.Donations, sponsorship and management fees;


3.Government subsidy;


4.Profits from industry investment;


5.Bank interests;


6.Other legal income.


Article 31 The WYBC shall collect conference fees in accordance with thedevelopment rule of market economy and the relevant national provisions.Activities of the WYBC such as ranking, selection, commending and so on shallnot charge any fees.


Article 32 Funds must be used for the development ofyouth business.


      Article 33 A strict financial management system shallbe established to ensure that accounting information is legal, true, accurateand complete.


Article 34 Accounting personnel with professional qualifications should beemployed. An accountant shall not concurrently serve as cashier. Accountingpersonnel must conduct accounting and accounting supervision. Accountingpersonnel must complete the handover procedures with the replacements whentransferred to other position or quitting.


        Article 35 Assets management must be subject to thefinancial management system provided by the state. Assets from stateappropriation must be audited and supervised by audit institutions, and therelevant information of assets from social donations and grants must beannounced to the donors in an appropriate manner.


Article 36 Any unit or individual shall not encroach on, divide privately ormisappropriate the assets of the WYBC.


Article 37 The wages, insurance and welfare of fulltime staff of the WYBCshall be subject to the relevant provisions of the state for institutions.


Chapter 7 Supplementary Provisions


Article 38 The Constitutions was approved through voting at the first meetingof the first WYBC Executive Committee on December 26, 2016.


Article 39 The WYBC Executive Committee reserves the right for theexplanation of the Constitution.
